Okay.

So SHIELD is still officially disbanded, right? After Secret Invasion, Washington effectively shut SHIELD down by...I don't know. Vetoing a funding resolution at the UN Security Council, probably. Then Norman Osborn set up HAMMER and that filled the gap for USA purposes, and the rest of the world set up...I'm not sure what they set up to keep going without US support.

Now: Osborn's in jail - for now - and HAMMER is also disbanded. Steve Rogers is the top "superhuman security" law enforcement/intelligence/defence officer in the US government.

SHIELD as we've known it is still officially dead on Earth-616, right?

Frankly, I'm not sure.

Steve appears to be heading up some sort of organization, and it looks like it's using former SHIELD operatives. I don't know if it's actually been called 'SHIELD' though.

Yes, I suspect they are leaving the fate of SHIELD off the table until Hickman finishes Secret Warriors, and we find out whatever Nick Fury will be up to.

It does seem as if the UN Security Council - as depicted in Secret Warriors - is having some new thoughts about post-Osborn/HAMMER procedures for dealing with the likes of HYDRA, AIM, Leviathan, ULTIMATUM, Secret Empire, et al., doesn't it?

It doesn't help that in Mighty Avengers it was stated that the international SHIELD resources were formed into another organization too.

It's either GRAMPA(Global Response Agency,sumthin-sumthin-sumthin), or the World Counter-Terrorism Agency(WCA) from Hawkeye and Mockingbird...?

As I understand it, it's only an ongoing technically. The first arc is 6 issues, then it'll take a break for a while.

In any case, it's all taking place in the past. I doubt it'll directly impact the current Marvel U. Secret Warriors is a more likely candidate.

Perhaps the best solution, assuming Steve doesn't take the shield back in time for the movie, is to have SHIELD fit under the umbrella of Steve's Avengers, as a non-supers intel organization.

Sort of like how Checkmate/Knightwatch, Task Force X, and the DEO were all connected back around 1999.

True, but given that UNSC-SHIELD was treated as a branch of the US government more often than not, it's probably simpler in the long run. Plus, it gives writers room to create non-US agencies, like MI-13.

If I'm recalling correctly, the most recent Marvel Universe action figures have Steve Rogers' files on the character (previously Nick Fury's, then Norman Osborn's) and mention him running SHIELD. Can't check for sure at the moment though, and that may or may not count as canon.
