Or parallel development. You mentioned his actions during Dark Reign,,, its entirely possible his brain download then might have inspired Xavier to download X-Men into clone copies.

I don't think so. Xavier and Forge were discussing their version of resurrection biotech before the "Dark Reign" of Norman Osborn, if I understand Hickman's timeline correctly. Tony didn't know he was playing catch-up during the "World's Most Wanted" arc.
